The EU Agency for Fundamental Rights (FRA) 2026 Civic Space Update highlights a continued deterioration of conditions for civil society across the EU, with 75% of organisations reporting barriers to their work and over 70% noting worsening conditions at EU or national level . CSOs face persistent threats, including online attacks (67%), smear campaigns (60%), funding cuts (39%), and excessive administrative controls (36%). Organisations working with vulnerable groups are particularly exposed to threats and restrictions. At the same time, participation in policymaking remains inconsistent, with limited feedback and short consultation timelines. Despite EU-level efforts, including the Civil Society Strategy, comprehensive national protections remain limited. FRA calls for stronger monitoring systems, clearer legal safeguards, improved access to funding, and more structured engagement of civil society in decision-making.
