The 2025 Corruption Perceptions Index (CPI) signals a worrying global stagnation in the fight against corruption, with the world average at 42 and more than two-thirds of countries scoring below 50. The results point to persistent weaknesses in governance, accountability, and the effectiveness of oversight institutions, alongside growing pressure on those working to expose wrongdoing. Against this backdrop, the situation in the Western Balkans and Türkiye remains particularly concerning: all countries score below 50, with most Western Balkan states ranging between roughly 33 and 46 and remaining far below the EU average of about 64, underscoring deep-rooted challenges in strengthening rule of law, transparency, and institutional integrity.
