On 19 June 2025, the Council of Ministers of Bosnia and Herzegovina adopted its first national Strategy for Creating an Enabling Environment for the Development of Civil Society 2025–2029, alongside an action plan for 2025–2026. The strategy sets four key goals: improving transparency and efficiency of public funding for CSOs, strengthening legal guarantees for CSO participation in policymaking, enhancing institutional cooperation, and reinforcing CSO infrastructure and capacities. The Ministry of Justice led the drafting process, supported by a working group that included government officials and civil society representatives. The initial budget for implementing the 2025–2026 action plan is 789,000 KM (approx. €405,000), to be secured from the state budget and EU funds.
