Kosovo: YIHR Civic Education Activity Targeted After Municipal Education Directorate Statement

 

A civic education activity organised by the Serbian CSOs- Youth Initiative for Human Rights (YIHR) at “Xhevdet Doda” High School in Prishtina has sparked controversy following a public statement by the Municipality of Prishtina’s Directorate of Education. The session focused on the Kosovo Specialist Chambers—an institution established by the Assembly of Kosovo—and was conducted with the school’s approval using publicly available information. Critics argue that the Directorate’s response, which portrayed YIHR as problematic and hinted at possible measures, shifts institutional responsibility onto civil society and promotes unsubstantiated claims of procedural violations and propaganda. Observers warn that political sensitivity must not be used to justify censorship or the targeting of CSOs, stressing that open discussion, freedom of expression, and civic education are essential to democratic life, and noting the longstanding role civil society has played in non-formal education in Kosovo.
