Objective 3. Result 3.1.b There are several mechanisms that facilitate cooperation between Government and the CS sector. The new Strategy for Government – CSO cooperation 2019-2023 has entered into force in February 2019. It is built on challenges and gaps identified during the implementation of the previous Strategy. OGG/OPM is the Secretariat of the Council for implementation of the cooperation Strategy, also serves as a focal unit of the Government for civil society cooperation. Kosovo’s Assembly shrink its Office for Donors Coordination and Civil Society Relations into another department. National Council for European Integration lead by the Presidency it is a consultative and coordinating body on European Integration matters. Its Council is ineffectively managed and lacks transparency in its operations and communications.

Objective 3. Result 3.1.a. According to the Government’s report on public consultation, in 2018 out of 245 policy documents adopted 221 have gone through written public consultations. Yet, the report does not provide information if all compulsory elements that make a written public consultation process effective have been taken into account. 74% of CSOs reported to have not been involved in drafting of policies/legislation. Out of those who have participated, 60% said to have been invited in the early phase of consultation, whereas 8% of CSOs said to have been provided with enough time to comment.

Objective no. Result no. the legal framework on public service provision is in the amending process. It aims to improve quality and increase transparency also build a sustainable financing system. Legal requirements to engage in public service provision are equal for CSO and other legal entities. Practice shows that only three out of 16 CSOs that have applied have been selected to provide public services.
