Objective 1. Result 1.1.a; 1.1.b; 1.1.c. Freedom of association is a constitutional right also guaranteed by the law on freedom of association in NGOs. The latter has been amended during 2019 expanding further principles and standards of freedom of association in line with international standards and practices. The AML/CFT legislation still regards CS sector as a reporting entity, whereas for the first time in Kosovo has entered into force a new law on social enterprises.
Objective 1. Result 1.3.a. the legal framework does not contain provisions on creation and operation of grassroots organizations. However, the legal framework recognizes the right to exercise freedom of association without registering an organization.

Objective 1. Result 1.1.a; 1.1.b; 1.1.c. Freedom of assembly and freedom of expression are guaranteed by the Kosovo’s Constitution. The legal framework on the freedom of assembly in generally positive, except that it does not recognize counter-protests, and it is unclear if international citizens have a right to conduct an assembly. There are several laws regulating freedom of expression, which in general is enabling despite the fact that it lacks mechanism to ensure effective implementation.
