On 15 October 2019, Civic Initiative published the Monitoring Matrix on Enabling Environment for Civil Society Development Country Report for Serbia 2017/ 2018. The Monitoring Matrix is based on the Matrix for Monitoring the Enabling Environment for Civil Society Development, developed by BCSDN and the European Center for Nonprofit Law (ECNL).

The Matrix is ​​organized around three areas, each of which is divided into sub-areas: (1) Basic legal guarantees of freedoms; (2). Framework for CSOs’ financial viability and sustainability; (3). Government – CSO Relationship. Principles, standards and indicators have been formulated given the current state of development and diversity in the Western Balkan countries and Turkey. The Monitoring Matrix aims to define the optimal state necessary for the effective functioning and development of civil society, and at the same time to set a realistic framework that can be monitored and implemented by the authorities. Bearing in mind that the main challenges lie in the realization, indicators are defined to monitor the situation at the level of the legal framework and its practical implementation.
