The Draft Strategy for an Enabling Environment for NGOs 2018-2020 does not contain clear strategic directions of government action and key measures that can encourage the development of NGOs and enable their operations, according to the Centre for Development of NGOs (CRNVO). The Draft Strategy proposes, among other things, that the Council for Development of NGOs gets integrated into the newly formed Public Administration Reform Council, which is contrary to the needs of civil society and the real state of affairs between the Government and NGOs. Integrating all issues of relevance to NGOs in a Council that primarily deals with public administration reform, would prevent sufficient and adequate space for discussion on these issues, and minimize the weight of NGOs. The issues in the relations between the Government and NGOs in Montenegro still require existence of a special body, which will enable regular exchange of opinions and discussion, and adequate representation of NGOs.
