The European Commission (EC) is conducting a Mid-term evaluation of the External Financing Instruments, including the Instrument for Pre-Accession (IPA), with the aim to have a critical review of how they have performed so far, what have been their successes and their weaknesses and how it can be improved for the next generation of EFIs after 2020.

For this purpose, independent evaluations were carried out for each of the instruments and public consultation are taking place for gathering feedback from a wide range of stakeholders. The draft evaluation reports (available here, including the IPA report) were also presented to selected civil society organizations during the Policy Forum for Development in Brussels.

All stakeholders in beneficiary and EU countries are welcome to participate in this consultation: public national and local authorities, non-governmental organisations, academics, development agencies and bodies, think tanks, consultancies, private sector organisations, development banks and citizens, and are invited to provide their feedback on the draft evaluation reports and have their say on the future support through the online survey running from 7 February to 3 May 2017.

As a result of this reflection, the European Commission will adopt a Mid-Term Review Report on the EFIs before the end of 2017.
