The thematic areas to be covered are: environment; social inclusion; socio-economic development; reconciliation; human rights; transparency/good governance and media and freedom of expression. Other themes will be considered if applicant can demonstrate a clear gap in relation to the objectives of the CfP.

Eligible activities include desk research, baseline-studies, training actions, study visits, field trips and internships, facilitating contact, organization of conferences, roundtables, consultation and communication with different stakeholders, promotion of the implementation of adopted laws and regulations, advocacy for the revision of existing legislation and adoption of new legislation in accordance with EU standards and requirements, establishment of dialogue with political parties, groups of parliamentarians or legislative bodies, monitoring activities, drafting policy or legislation recommendations, public awareness raising campaigns etc..

The overall budget of the call is 11 million EUR. Individual size grant will range between 0,5 and 0,8 million EUR with 20% to 80% co-financing of the total estimated eligible costs of the action by the applicant.

The applicants (Lead CSOs) must act in partnership. Each partnership must contain at least four (4) CSOs from the IPA beneficiary countries and one (1) EU CSO or EU CSO network. Both CSO from IPA country or EU CSO/network can act as the Lead CSOs.

Sub-granting is allowed, but limited to 100,000 EUR with maximum 10,000 EUR individual sub-grants per 3rd party (not partners, associate or contractor).

An applicant may not submit more than one application, but may take part in more than one application as partner. In such case, the EC reserves the right to assess the capacity of the organization to participate to two or more projects.

This is an open Call for Proposals, where all documents are submitted at one stage (Concept Note and full application).
